which state in India has started issue of coupons to beat corruption in ration shops ?

Answer :Bihar is the first state to introduce coupon system to act against ration shops distribution corruption. People holding these coupons are entitled to fair share of daily necessities from ‘fair price shops’. It was launched in January, 2007 by chief minister Nitish Kumar.
